EU Deforestation Regulation

Printed products, such as books and newspapers (customs codes starting with 49), were removed from the scope of the Regulation in December 2025. The book sector is therefore largely excluded from the scope of the Regulation.

EUDR's purpose is to ensure that certain products sold in the EU – including those made from raw materials such as wood – are deforestation-free

This means that any product placed on the EU market must meet three key requirements:

  1. Deforestation-free: The product must not come from land that was deforested or degraded.
  2. Legally produced: The production process must comply with all relevant laws in the country of origin.
  3. Due diligence statement: Companies must provide a declaration proving compliance, including geolocation data for the origin of the raw material.

Although books are excluded from the Regulation, we encourage our suppliers to review the customs codes of their products and verify whether the obligations still apply to them or not.

Within the same supply chain as printed books, paper, cardboard, and paperboard products remain within the scope of the Regulation (customs codes starting with 48). These include, among others, envelopes and various types of fillable notebooks, account books, and notepads.

For certain products (such as notebooks and diaries), the interpretation of whether the product falls under the deforestation Regulation must be made on a case-by-case basis. For example, a notebook that contains copyright-protected content (e.g., text, images, maps) can be interpreted as a book, in which case it does not fall within the scope of the Regulation. Customs advisory services in Finland can provide guidance on selecting the correct customs classification.

The obligations of the deforestation Regulation for large and medium-sized companies will begin on December 30, 2026.
